Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the University of Florida McTran's Center. The objective of this project is to renew annual FHWA Agency License product tools, HCST7F and CORSIM,  to conduct and assess transportation alternatives needed for Traffic Analysis. HCST7F is the only product on the market that has executed the HCM 2010 manual and provides FHWA the ability to access this tool to review and modify analysis as necessary to ensure that Federal-aid projects are in the best interest of the traveling public. CORSIM (Micro-simulation Program) which was developed by FHWA and used by State and local agencies, supports FHWA and its partners in the analysis process of FHWA Federal-aid programs. The University of Florida McTran's Center, is the only source that can provide the HCST7F and CORSIM agency license to continue to carry out the mission of the FHWA. A Purchase Order, issued under FAR Part 13 is anticipated and the total estimated value is not to exceed $17,440.00.


The intent of this notice is not to request competitive proposals, and any information received from interested parties will be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
