Department of Homeland Security, Federal Emergency Management Agency, Disaster Assistance Section, at 500 C. SW, Washington, DC 20460 intends to issue a solicitation in order to award up to five (5) contracts for the manufacture of temporary housing units, specifically travel trailer models. The travel trailers shall be built to meet FEMA's performance specifications (see attached), which include requirements to eliminate the use of formaldehyde emitting materials such that the unoccupied indoor air quality tests below .016 ppm (see attached IAQ test requirement).  The contract(s) will be Indefinite Delivery/Indefinite Quantity (IDIQ) type, with firm-fixed prices for each unit. FEMA intends to order a minimum quantity of 100 units from each successful offerors, with ability to order a total of 15,000 units (divided equally among the successful offerors) over a five (5) year period. The period of performance shall therefore be for a Base Year with four (4) Option Years. The NAICS Code applicable to this solicitation is NAICS 321991.  This requirement shall be solicited using FAR Part 15 procedures.

All work shall be performed at the contractor's facility


Performance Requirements:


Upon issuance of a task order, the contractor(s) will be required to manufacture, test, and deliver travel trailers that conforms to the specifications.


 This is an advance notice of the Government's anticipation of releasing the solicitation on or about November 24, 2008.


Proposals are not requested at this time and shall be submitted in strict compliance with the instructions to be provided in the solicitation. However, prior to the release of the RFP, Interested parties may contact FEMA regarding their interest and capability to respond to the requirement. Prospective Offerors must be aware that any information that we share regarding this requirement will be a response to their written questions. Questions and our answers will be posted as an amendment to this pre-solicitation notification.

Additonal questions with answers....


 Is there is maximum length that these units can be? Or a maximum square footage? The travel trailers procured under these specifications shall, at a minimum, meet the design and construction requirements established in the latest version of the National Fire Protection Association NFPA 1192 Standard for travel trailers or the appropriate Recreational Vehicle Industry Association (RVIA) compliance and inspections. Please provide in detail how the unit complies with this standard.


•1.       What does "transfer" shower mean? We have 36" x 36" showers available but not sure what is meant by "transfer". Please reference the UFAS standards and review Figure 35(a) Shower Size and Clearances 36-in by 36-in (915-mm by 915-mm) Stall. Please provide the specifications in detail the 36'x36" shower referenced and how it meets or exceeds this.


•2.       On the "Appliance" section, in parentheses is (See UFAS Guidelines 4.34). Does this pertain to appliances only or the entire unit. Does the bathroom have to have a certain size floor space circle area for handicap accessibility? This applies only to the Appliance.


•3.       In the "Exterior Door" section it states that the door shall have lever hardware, then in the Exterior Door Lock section it states that the lock should be a flush mounted combo entry dead-bolt lock. We have both level style and flush mount style available just wanted to know which one it is asking for. A lever handle shall be provided to enter the unit, locked by a key and the unit shall also have a dead bolt lock in addition to this operated by a separate key then the lever lock.

Essentially, I was asking whether or not FEMA has a specific definition for what constitutes a "travel trailer". We meet the requirements, but don't necessarily advertise our housing unit as a travel trailer.
