THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for Information (RFI) addressing the Federal Bureau of Investigation's Prevention of IT Obsolescence (PITO 2) Refresh Program. This Special Notice is issued solely for information purposes - it does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The information provided in the RFI is subject to change and is not binding on the Government. Any information that the responder considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this RFI.
The Federal Bureau of Investigation (FBI) is not at this time seeking proposals and will not accept unsolicited proposals for the work described herein. Responders are advised that the FBI will not pay for any information or administrative costs incurred in responding to this RFI.


The purpose of issuing this RFI under J-FBI-PITO2013 is to solicit potential contractors for input regarding the FBI's PITO 2 refresh program. PITO2 will be a total small business set aside BPA issued under GSA Schedule 70. It will be used by FBI Headquarters and the FBIs 56 field offices to refresh and/or procure IT Hardware and IT related equipment.
The objective of this requirement is to establish a contract vehicle for IT hardware purchases and also to provide an IT Refresh vehicle after August 21, 2013 when the current BPAs expire. Please see the attached document entitled "Statement of Work" (SOW) for a complete breakdown of specific requirements. FBI respectfully requests potential contractors to address all questions within this RFI by the 25th of April 2013 at 12:00pm Eastern Standard Time.


1. From your prior contract history with the government for similar acquisitions, identify the price/cost drivers resulting from unique Federal or Agency Requirements? What suggestions do you have for minimizing these costs?
a. What are the important variable costs associated with the purchase of client hardware (e.g., laptops, desktops, printers)?
b. What are the key drivers for each of the costs outlined in your response to question 1.A?
c. What are your suggestions to optimize the value the Government can gain as they are related to the key drivers outlined in your response in question 1.b


2. Please provide best practices your company has used when dealing with a Government agency with security requirements.


3. Is there a cost premium added to products when the Government requires your company to provide cleared personnel and provide facility clearances?
a. If the answer to question 8 is yes, please provide a estimated percentage premium these requirements add and please name some of the most impactful requirements that your organization encountered. What is the most significant factor?


4. Identify best practices for internal management of hardware, including, but not limited to, the following:
a. Refresh cycle
b. Repair warranty
c. Obsolescence
d. Firmware upgrades


5. What are the current best-practices with warranties, both by the Government as well as with suppliers?


6. Which emerging technologies are recommended to improve reliability and reduce costs?


7. What items have the highest failure rates (within warranty period & outside warranty period?)


8. The FBI has previously dramatically under-utilized its desktop/laptop warranty and is considering taking this aspect in-house via a selective sparing strategy, augmented by a separate set of services contracts to support the user base via call center and desk side support. Please explain why, or why not, this approach is cost effective. What is the value proposition for the FBI in purchasing a warranty above and beyond the original manufacturer's warranty?


9.For a typical proposed desktop computer without a monitor and without any additional functionality beyond the original manufacturer's warranty, what is your best estimated % of original purchase cost for an additional 1 year warranty? A 3 year warranty?(i.e. $500 base computer with 1 year policy at $50 = 10%, 3 year policy at $100 = 20%)


10. With respect to acquisition strategy, what would you recommend for obtaining and sustaining the most competitive pricing?


11. What are the most important management and performance metrics for this type of contract?

The Contractors' RFI must include their company cage code, NAICS, business size and GSA Contract Number (If the company has a GSA Schedule) and Point of Contact if additional Information is requested
