The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source.  The Naval Research Laboratory (NRL) requires contractor support of the Advanced Multi- Functioned RF- Concept and the Multi Function Electronic Warfare (AMRFC/MFEW) Program located at the Chesapeake Bay Detachment (CBD) of NRL. The requirement is a continuation of support which inadvertently lapsed under previous contract N00173-08-C-2119, for a twelve month Base period and 2-twelve month options.  NRL will negotiate with Oceaneering International, Inc, 7001 Dorsey Road, Hanover, MD 21076-1553. The requirement includes performance of three tasks in support of the Advanced Multi- Functioned RF- Concept and the Multi Function Electronic Warfare (AMRFC/MFEW) Program located at the Chesapeake Bay Detachment (CBD) of NRL. The first task involves performing routine maintenance, such as inspecting connectors, ordering replacement parts, and installing the replacement parts to insure that the AMRFC/MFEW facility is maintained in normal working order. The second task involves performing major modifications, such as disassembling and re-assembling the transmit or receive pallets. The third task involves performing minor modifications such as adding or moving antennas, adding new cable and connectors, mounting new equipment, adding modified weldments, modification of components and preparing and painting all or any part of the facility. The contractor shall provide field work and a design and modification facility.  Oceaneering was the winning offeror in a competitive Request for Proposal (RFP) to manufacture the eight shelters of AMRFC to government specifications in 2003. They were also contracted to perform the development, manufacturing and installation of the AMRFC Facility. They assisted NRL in the development, manufacture and installation of the power system, the coolant system and the dry air system from procurement through set-up and check out.  Oceaneering has developed manufacturing techniques, tooling and many proprietary fixtures for work on the conexes. This knowledge and special tooling has saved NRL many manhours and dollars in the modification, remanufacture, and installation of parts and equipment, some of which has had to be done in the past 7 years at AMRFC/MFEW.  The two container MFEW systems presented various challenges to NRL and Oceaneering in development, manufacturing and installation of the third floor of the AMRFC/MFEW. Oceaneering manufactured and installed the infrastructure under a previous contract with NRL.  NRL next issued a full and open competitive requirement for maintenance of the entire facility in 2008 against which Oceaneering was the only offeror. Because of the unique and specialized manufacturing techniques, tools, and fixtures required for maintenance of the facility, no other offeror submitted a technically sound proposal to satisfy the Government's requirement. Since issuance of the 2008 contract, Oceaneering has continued to modify and improve these specialized skills which are still required in the performance of this current requirement. Oceaneering has gained a thorough knowledge and understanding of the unique attributes of the AMRFC/MFEW facility.  Their experience with and knowledge of the facility and the CBD environment, enables them to provide necessary support in both breadth and depth of endeavor, which is frequently needed on a long term or emergency basis. Based on review of other facilities within proximity of the CBD that may be capable of performing the required services, none possess the space, equipment, manpower or unique knowledge of the facility to perform the job on a 24/7 basis. Because of Oceaneering's proximity to the CBD, they have been able to provide the necessary emergency support as necessary. Severe storms and freezing temperature has wreaked havoc on the facility through the years. Oceaneering has had to make emergency trips outside regular work hours to the site to repair support equipment and on occasion has removed the conexes to its indoor facility for repair on an emergency basis.
