The U.S. Department of Transportation Federal Railroad Administration (FRA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to IHS Global Inc. (IHS) of Englewood, CO for one-year subscriptions for ten users to the US Economic Service - Comprehensive (10&30YR Fs without US Macro Model) and to the US Industry Service - (US Freight Car).

The justification is as follows. FRA requires a Freight Car Service and Macro US Economic Service that provides detailed commodity and car type analysis and forecasts in addition to and based upon macroeconomic forecasts and databases related to a well-established and time-tested model of the U.S. economy. IHS is the only U.S. based economic service that examines rail freight car service using a consistent set of assumptions.  This allows for reliable and valid data analysis year-to-year.  Further, IHS's freight car service contains information required by the FRA that is proprietary to IHS.  No other vendor on the market can provide data in respect to major commodity hauling and intermodal traffic for both U.S. and Canadian railroads over a five-year forecast interval.  Additionally, the service provides unique analysis of macroeconomic data that influences demand for rail freight transportation.  No other vendor provides this level of data. Indeed, FRA conducted market research, including use of professional contacts and specialized technical expertise, and has not been able to identify additional vendors that offer these services.

NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
