The Air Force Life Cycle Management Center Strategic Systems Division (AFLCMC/EBB) intends to negotiate and award four sole source contracts with the following contractors:

These firm fixed price contracts will procure trade studies in support of the Long Range Standoff program in preparation for the Technology Development Phase.

The Government intends to solicit, negotiate and award to the contractors listed above using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interest persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of Offerers or potential Offerors. The Ombudsman does not diminish the authority of the program manger or the contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting point of contact identified below. All actions listed in this notification are subjected to the availability of funding.

Any responses to this notice of contract action shall be submitted to Dana Alexander, no later than 20 December 2012.
