The Department of the Navy (DON) has identified a requirement for an Electronic Procurement System (EPS) capability to replace the contract writing capabilities of the existing legacy Department of Defense (DOD) Standard Procurement System (SPS) implementation, and potentially, the capabilities of the DON's other legacy contract writing systems in its environment.
