The Department of Homeland Security (DHS), Office of the Chief Financial Officer (OCFO), Resource Management Transformation Office (RMTO) is pleased to present this solicitation for Transformation and Systems Consolidation (TASC) as described in the attached Draft Request for Proposals (RFP). DHS is seeking a business partner to provide (1) an enterprise solution that integrates end-to-end business processes in support of financial, acquisition and asset management; and (2) integration services and program management support.



The Department will conduct this enterprise-wide acquisition as a full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 15. As a result of this competition, DHS intends to award a single indefinite delivery-indefinite quantity (IDIQ) performance-based contract for a five (5) year base period and five (5) one-year option years.

The scope of this effort is to acquire a proven, integrated financial, asset and acquisition management system solution with the accompanying program management, change management and integration services to implement and sustain the proposed solution. DHS is seeking a partner to transition DHS components from existing environments to the integrated solution and a set of standardized business processes. This effort will also include the entire system life cycle approach of analysis and documentation, design, development and configuration; IT security controls and integration, unit and system integration testing, quality assurance testing, and user acceptance testing; implementation; training; and operations, maintenance and enhancements.

The procurement will be conducted using an advisory multi-step process. Phase 1 will be used to identify viable Offerors to compete for the award of the full TASC requirements. Those viable Offerors will be invited to submit a Phase 2 proposal. An IDIQ contract award will be made to the Offeror whose proposal represents the best value to the Government.

A reference library is available to all prospective Offerors that provides select documents that are referenced but not available in the RFP. Specific instructions for obtaining the reference library materials are in Section L.4.5.

The Department will consider comments concerning this draft solicitation that are submitted not later than November 7, 2008 at 2:00 PM. Comments should be directed to the Contracting Officer via email TASCProcurement@dhs.gov. The Contracting Officer is the sole point of contact for this acquisition. The Department does not guarantee that a response will be given to questions received after this date and time. All (timely) questions received and response to these questions will be provided to all vendors via www.fbo.gov, in the form of a solicitation amendment.

Proposal submission instructions and evaluation criteria are provided in Section L and M of the solicitation. Offerors designated as Shared Service Providers shall certify compliance with OMB Circular A-76. Prospective Offerors shall submit a Phase 1 proposal no later than 4 P.M. EST, December 15, 2008.
