This is a follow-up announcement to previously posted SOURCES SOUGHT N00019-12-R-0001. The Source Sought announcement includes details of the aircraft and general tasking required.  The resulting decision based on the review of sources sought responses is that this effort will be solicited using full and open competitive procedures under NAICS 488190.

DRAFT PWS:
The Government intends to post a DRAFT version of the Performance-Based Work Statement (PWS) and associated DRAFT documents for industry's review and feedback on or about 01 December 2011.


The Government is receptive to ideas to reduce constraining requirements, reduce risks, reduce costs, and highlight potential safety, quality, technical or contractual problem areas. While the DRAFT PWS is not a DRAFT Solicitation, comments and recommendations pertaining to any part of the upcoming solicitation, including Sections L and M, as well as general comments on a best value basis for award are welcomed, including any concerns, questions, refinements, or suggestions. Comments on instructions for preparing and presenting proposal volumes on cost, past performance and other subjects are also welcomed. The Government expects to use a best value basis for award. The Government intends to implement a Performance Measurement Framework (PMF) to measure Contractor performance. The measures align with the Navy's objectives of Safety, Quality, Performance, and Sustainment. A performance incentive is likely to be associated with performance that exceeds contractual minimum requirements, measured by the PMF. Once the PMF is available in DRAFT form, the Government will solicit comments, recommendations, and questions that might further align and clarify the understanding between the Government and potential offerors, including whether the PMF is understandable and executable.

The Government has prepared a list of questions (attached) and invites written industry feedback on those questions, or as noted above, in the form of recommendations and/or questions, which shall be received no later than 12:00 p.m. EST on 04 January 2012; however, the Government appreciates earlier written submittals. Contractors are directed NOT to present or provide proprietary information. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Responses and comments will not be published, nor will they be released. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. INDUSTRY DAY CONFERENCE:
PMA-273 intends to host an Industry Day Conference to openly introduce the T-45 Total Lifecycle Support Product maintenance concept, allow industry parters an opportunity to network with one-another, and receive meaningful feedback regarding the upcoming requirement. The Industry Day event will be held on 14 December 2011 at the Southern Maryland Higher Education Center (SMHEC) located in California, MD from 8:00 a.m. to 10:30 a.m. EST. Sign-in will begin at 7:30 a.m. EST. Attendance for the Industry Day is limited to three attendees per company. This is a no fee event (except a possible nominal refreshment fee) and seating is limited. The Government will not reimburse the attendees for any cost associated with participation or attending the Industry Day.  Information provided during the Industry Day Conference, as well as a list of attendees, will be made available to the public after the event.


GOVERNMENT-INDUSTRY ONE-ON-ONE's:
In addition to the requested written feedback, following the Industry Day conference, the Government invites interested companies to privately present meaningful feedback in-person as a preface to the written feedback due by 04 january 2012. Any exchange of information between the Government and Industry will be captured and documented to be made available to the public in accordance with FAR 15.201. The Government does not intend to discuss any portion of the acquisition strategy during the one-on-one sessions.


One-on-One sessions will be scheduled between 11:00 a.m. to 5:00 p.m. EST on 14 December 2011, and 8:00 a.m. to 5:00 p.m. EST on 15 December 2011. The amount of time alloted to each company will be approximately one hour, but ultimately dependant on the number of companies scheduled. The scheduled time frames will be equal for each company and provided at time of scheduling confirmation. There is no fee to arrange a one-on-one session and seating is also limited to three attendees per company. Contractors are directed NOT to present or provide proprietary information during the one-on-one sessions. Information and materials submitted to the Government WILL NOT be returned. Classified material SHALL NOT be submitted. Responses and comments will not be published, nor will they be released. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. The Government will not reimburse the attendees for any cost associated with participation or attending the one-on-one sessions.

Recommendations, feedback, and questions received from industry during or following the industry day and one-on-one sessions are currently being addressed. The Government is seeking recommendations as to the information to be addressed during the conference and site visits to ensure the opportunity is beneficial to industry. The Government is also seeking recommendations as to whether follow-up one-on-one's via VTC or in-person would be of interest following the site visits. SITE VISITS
The Government has scheduled site visits for the week of 11 June 2012. The schedule includes a visit to NAS Kingsville, TX on Monday, 11 June; NAS Pensacola, FL on Wednesday, 13 June; and NAS Meridian, MS on Thursday, 14 June.  Registration details and directions will be posted to FBO in the near future.  

PRE-SOLICITATION CONFERENCE AND ONE-ON-ONE'S
The pre-solicitation conference will NOT be hosted during the site visit week and is tentatively anticipated to be scheduled in July or August in Patuxent River, MD.  The Government intends to provide for a second round of one-on-one sessions in conjunction with the pre-solicitation conference. If a company is not available in-person for the pre-solicitation one-on-one opportunity, the Government will host the one-on-one via video or audio conference.

SITE VISIT INFORAMTION
Offerors interested in attending the NAVAIR and CNATRA-hosted site visits during the week of 11 June 2012 shall complete the attached base access forms for EACH site and send to Jessica McGee at jessica.mcgee@navy.mil NLT 12:00 Noon E.S.T., Monday 04 June 2012.  Each company is requested to limit attendance to 3 representatives. Once attendance registration is confirmed, participants will receive additional details regarding base access procedures and daily agendas for each site visit.

Questions presented during the site visits must be written and will be collected at the end of each day by the PCO. Site visit attendance lists and answers to all questions, including those answered real-time by NAVAIR and CNATRA during the site visits, will be posted to FBO upon completion of the site visit week.

The pre-solicitation conference is anticipated to be hosted approximately three to four weeks after release of the full Draft RFP (with Sections L & M) in Patuxent River, MD.
The Government intends to include a second round of one-on-one sessions in conjunction with the pre-solicitation conference. If a company is not available in-person for the pre-solicitation one-on-one opportunity, the Government will host the one-on-one via video or audio conference.
The Government also intends to conduct a Site Visit of the T-45 Aircraft Maintenance operation facility spaces at NAS Patuxent River, MD in conjunction with the pre-solicitation conference and one-on-ones.

DRAFT RFP UPDATE
The full Draft RFP (with Sections L and M) is intended to be released on or about 09 January 2013. The current versions of the Draft PWS and CDRL will also be posted at that time. Current applicable Collective Bargaining Agreements are posted to the T-45 Competition Library.

The Government is still addressing written feedback that has been collected to-date and the Draft RFP may not include all necessary edits intended to be incorporated. The Final RFP will include all edits determined necessary to finalize the requirment.

PRE-SOLICITATION CONFERENCE and NAS PAX SITE VISIT
The pre-solicitation conference is tentatively scheduled for 17 January 2013 at Squadron VX-23 on NAS PAX, where the T-45 T&E Aircraft maintenance is conducted. The conference is expected to be held from 9:00 a.m. to 11:00 a.m. EST. Sign-in will begin at 8:30 a.m. EST. The NAS PAX Site Visit is expected to be conducted at 1:30 p.m. to approximately 2:30 p.m. EST. Sign-in will begin at 1:00 p.m. EST. Space is limited; therefore, attendance for the Conference and Site Visit is limited to two representatives per company. There is no fee to attend. The Government will not reimburse attendees for any cost associated with attending the Conference or Site Visit. Registration for the Pre-solicitation Conference and/or NASP PAX T-45 Site Visit shall be submitted via encrypted email to Jessica McGee at jessica.mcgee@navy.mil no later than 0800 EST on 14 January 2013. NO MORE THAN TWO PARTICIPANTS PER COMPANY FOR EACH EVENT. Please submit a Visitor Form for each attendee with each registration request. Even retired military members shall complete a Visitor request Form, since this event is considered official business and must be noted in the base access visitor system accordingly.The address to the VX-23 facility and directions will be provided upon confirmation of registration.


If the full Draft RFP is not posted to FBO for Industry review before 15 January 2013, the pre-solicitation conference and site visit will be rescheduled for a later date.

In lieu of face-to-face One-on-One sessions, the Government invites written feedback to the Draft RFP. The intent of feedback at this point in the pre-solicitation phase is to ensure quality and accurate offers can be prepared. Contractors are directed NOT to provide PROPRIETARY information as feedback. Information and materials submitted to the Government WILL NOT be returned. Classified material SHALL NOT be submitted. The NAS PAX Site Visit is expected to be conducted at 12:30 p.m. to approximately 2:00 p.m. EST. Sign-in will begin at 12:15 p.m. EST.

UPDATE: PRE-SOLICITATION CONFERENCE and NAS PAX SITE VISIT

The pre-solicitation conference and PAX site visit are hereby postponed. Once the Draft RFP is approved for release, a new date for the conference and site visit will be scheduled and communicated via FBO.

Due to aggressive pre-solicitation schedule projections, the Government is considering hosting the conference as either a pre-solicitation conference or a pre-proposal (post-solicitation) conference and solicits feedback from industry if there is a strong preference. The Government will take this feedback into consideration when setting the date for the conference and site visit. DRAFT RFP INDUSTRY FEEDBACK
The Government is still addressing written Draft RFP feedback received to-date. Although the Draft RFP posted today may not appear to have addressed all feedback received, the Government's intent is to consider all written Draft RFP feedback received by 12:00 Noon on 8 Feb 2013 when finalizing the official RFP. This includes Draft RFP related written feedback previously received. Please send the written feedback via email to Jessica McGee at jessica.mcgee@navy.mil.

PRE-SOLICITATION CONFERENCE and NAS PAX SITE VISIT
The pre-solicitation conference is hereby re-scheduled for Tuesday, 5 FEB 2013 at Squadron VX-23 on NAS PAX, where T-45 T&E aircraft maintenance is conducted. The day will also include a site visit of the T-45 maintenance spaces at VX-23.

A daily agenda is not yet finalized and will be individually provided to each company registered by COB Friday, 1 FEB 2013. The general timeframe will cover approximately 0900 to 1500, with a break likely for lunch. There will not be one-on-one sessions scheduled with individual companies.

Space is limited; therefore, attendance to the Conference and Site Visit is limited to two representatives per company. Parking is also limited at VX-23; therefore, the Government is considering providing transportation from a convenient location to VX-23 to conserve parking for employees at VX-23. Transportation details will be provided individually to each company registered by COB Friday, 1 FEB 2013.

There is no fee to attend. The Government will not reimburse attendees for any cost associated with attending the Conference or Site Visit.

Following the conference and site visit, the Government will post the briefs and attendance lists to FBO for those unavailable to attend.

Registration via encrypted e-mail for the Pre-solicitation Conference and/or NASP PAX T-45 Site Visit shall be submitted to Jessica McGee at jessica.mcgee@navy.mil no later than 1600 EST on Tuesday, 29 JAN 2013. NO MORE THAN TWO PARTICIPANTS PER COMPANY FOR EACH EVENT. Please submit a Visitor Form for each attendee with each registration request. Even retired military members shall complete a Base Visitor Request Form, since this event is considered official business and must be noted in the base access visitor system accordingly.


ANTICIPATED OFFICIAL SOLICITATION RELEASE
The Government anticipates release of the official solicitation by the end of February.  Proposals will be due 60 calendar days after official solicitation release.

INCURRED COST REPORTING - NEW REQUIREMENT
Also attached is the new incurred cost and progress reporting requirement language mentioned during the pre-solicitation conference. This language was not included in the Draft RFP, but will be included in the Final RFP.

CONSIDERING THE FACT THAT THIS INFORMATION WAS NOT POSTED SOONER, THE GOVERNMENT HEREBY EXTENDS THE DUE DATE FOR WRITTEN DRFP FEEDBACK TO COB MONDAY, 11 FEBRUARY 2013.
