The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Logistics Branch, at 395 E St. SW, Washington, DC 20472 intends to issue a solicitation in order to award multiple contracts for Manufactured Housing Units (MHUs), specifically:

Theses units shall be built to meet FEMA's performance specifications which are based on 24 CFR 3280 (MANUFACTURED HOME CONSTRUCTION AND SAFETY STANDARDS). The contract(s) will be Indefinite Delivery/Indefinite Quantity (IDIQ). FEMA intends to order a minimum quantity of 20 units. The production level for this requirement is set at two different levels to enhance the opportunity for other than the Full and Open prospective offerors. Contractors shall have the ability to ramp up production to a total of 150 units per week (Full and Open), 60 units per week (other than Full and Open) within 4 weeks of notice. The period of performance is (1) Base Year15 Month base period with (4) 12 Month options.option periods. The NAICS Code applicable to this solicitation is 321991. This requirement will be solicited as a full and open competition using FAR Part 15 procedures, however since the MHUs are "Commercial Items" some FAR part 12 clauses have been incorporated also.

Place of Performance:

All work shall be performed at the contractor's facility, but contractor must have the capability to deliver to any state in the U.S.

Performance Requirements:

After award of the initial IDIQ contract, FEMA will issue task orders to acquire the number of units needed per terms and conditions of the contract. The contractor(s) will be required to manufacture, and deliver manufactured homes that conform to the attached specifications and HUD Code provided in the solicitation.

On January 08, 2014 FEMA posted a synopsis that Final RFP for MHUs will be posted on February 03, 2014. However FEMA decided for efficiency purpose to post this as a "Draft RFP." FEMA contemplates that this RFP will remain posted for ninety (90) days. First thirty (30) days will be as "Draft Solicitation," andRFP" first.  This is the remaining sixty (60) days as the "Final Solicitation."

By doing so FEMA will accomplish the following:

1. Will allow the industry ample time to proceed in obtaining necessary permits and licenses, etc from any other government entities. These licenses and permits shall be submitted with the proposals.

2. To solicit the industry feedback, input and comments on how to better enhance this solicitation, requirement, and if needed evaluation criteria in order to provide very clear and realistic final RFP which will encourage more participation.

This Draft Solicitation and its attachments are as complete as it possibly can be, but may be improved further with input from the industry.

FEMA will only respond to comments that are sent to the Agency using the comment matrix provided in Attachment 15.

Proposals shall be submitted in response to actual solicitation (Requestthis Request for Proposal (RFP))(RFP) in strict compliance with the instructions to be provided in the solicitation. However, prior to the release of the RFP, interested parties may contact FEMA regarding their interest and capability to respond to the requirement.
